umm, shape, sand, seal, and test. then prime and paint. then clear. that's what I do anyway.

Shape, sand, seal/harden, sand two more times (once with paper and finish with steel wool or green Scotchbrite), prime then paint.
 
I use Etex or thinned 5 minute epoxy to seal/harden and SCA primer/filler aerosol.

I stay very rudimentary compared to most guys. i'm not at all fussy about sanding my wood super-smooth. the fish really don't mind, and, I actually like seeing the texture show through. the finished product is still baby-bottom-smooth with the clearcoat anyway. but, i'm also not selling my stuff, so i'm able to just please myself.............not like that, sickos.
and to seal them so I can test them, I just dip them in wood hardener. in ensures there's no moisture in the wood and also leaves a sheen on the wood which seems to be enough of a sealer, at least it has been for me. and sometimes, I skip the sealer and just go right to a primer for testing in water. and my primer is just simple white paint. i'll brush it on or dip the lure in it, depends what kind of mood i'm in.
I know most guys are much more meticulous, and their results show it. I keep it quite simple.

I seal with an 2 pac penetrating epoxy wood sealer. Light rub back then 2 pac epoxy prime. A light rub back before painting with water based airbrush paints and after gluing I clear with a single coat of e tex. Very very pleased with how they turn out and even more impressed by there longevity.
