Wooden Mouse Lure with a hole

I Just found a wooden mouse lure with a hole in the center with a lip surrounding it. It looks like it was made for diving. Its black and white with glass eyes that are yellow. Anybody have any info on this? What brand it might be? Age? How much its worth?
